Yep, you are right! Only government made prostituition legal. The main difference is because government can keep track of who did not go for medical tests, which is mandatory of all licensed prostitutes.
As much as I’d love to see people happy and get married, I am in the opinion that SOLID LOVING relationships are not borne by look, date once, get married instantly. Chances of such marriages going sour is high.
As for those migrants, I think MOM is taking good care of them. I can see the difference between the MOM of yesteryear and of current.
There’s a lot more government agencies can do, and why they improve is because of political pressure from opposition parties and citizens.
